Transit / Parking Order Flow
Add Member’s Profile: Add the member’s profile to the Employer Portal.
Member Orders: Members submit orders through their online account or contact Member Services to place orders.
Prefunding: The client prefunds the upcoming benefit month.
Deductions and Funding
Payroll Deductions: Employers deduct from members’ paychecks based on elections at the cutoff date. Deductions are made according to the Payroll Report for the Benefit Month.
Post-Tax Funding: Members can fund post-tax amounts over the pre-tax limit using personal credit/debit cards.
Key Features
Profile and Eligibility: Ensure the member’s profile is in the Employer Site and that the member is marked as Commuter Eligible (Y). HealthEquity will send an email prompt to register if an email was provided.
Member Elections: Members elect benefits through their online portal here or by contacting Member Services. Elections must be made before the deadline, which is typically the 10th of the benefit month prior to the start of the actual benefit month.
Members can fund a HealthEquity Commuter card or order a pass/ticket.
Order recurrence options include one-time, manage calendar, or recurring. Recurring orders must be managed in the Member Portal.
Payroll Report: Run the Payroll Report monthly (Reports > Commuter > Payroll Report) to determine deductions. Reports are generally available after the 10th for the following benefit month depending on the cutoff date for the commuter plan. Ex: After 09/10 the payroll report for Oct will become available.
Consider Commuter Credits with payroll deductions as they can offset future orders. Credits will also be reflected in the Payroll Report.
Prefunding: Member accounts are prefunded each month based on the current month’s election.
Commuter Credits
Handling Credits: Credits from prior administrators are typically loaded during implementation. For new credits, provide HealthEquity with a list of member credit balances. If over 35 members require credits, use a specific load template. Credits are applied to future benefit months.
Example: A $150 credit applied to a $300 order will result in a $150 payroll deduction.
Funding Invoices
Receipt and Review: Invoices are received between the 11th and 15th of the month before the start of the benefit month. Review orders and apply debits or credits based on overcharges.
Reconciliation: Reconcile with the Invoice Reports Bundle.
Fee Invoices
Receipt and Due Date: Received around the 23rd of each month and due about a month later.
Service Fee: Not reflective of commuter orders; reconcile with the Participant Billing Report.
COM Email Notifications
Member Alerts: HealthEquity sends notifications regarding enrollment, order confirmations, and balance limits. Adding email addresses for members is highly recommended.
CX Model

Order Adjustments: Communicate changes to the Employer to ensure funding matches order amounts. Members can use a personal debit/credit card to supplement orders.
Unique Attributes
Employer Involvement: Heavy involvement required.
Modifications: Employers can modify funding within the Employer Portal.
Key Features
Profile Setup: Ensure member profiles and Monthly Load amounts are set up in the Employer Portal.
Member Elections: Members elect benefits through HealthEquity’s portal or by phone at 877.924.3967. Enrollment requires a 10-digit Account ID, available in the Welcome/Registration email or the Employer Portal.
Order Management: Members can modify orders, set recurring orders, or use the ’Manage Calendar’ option.
Funding: HealthEquity pulls funding from the Employer via ACH on the 4th of each month prior to a benefit month.
Payment Report: Generate to confirm funding in member accounts for each benefit month.
Reports / Payroll Deductions
Monthly Load Amounts: Displayed in the Payment report.
Processing and Service Fees: Include fees for active accounts and additional reports for each day funds are added or refunded.
Invoicing
Invoices: No actual invoices for this type but may include Commuter Express Maintenance fee. Monthly invoices are found in the Employer Portal (not applicable for all CX clients).
Client Adjustments / Credit Requests
Manual Process: Adjustments or credits require mailing a check to the group account. Provide confirmation of mailing address and recipient details.
CX Email Notifications
Member Alerts: Notifications about enrollment, order changes, balance limits, and fund usage are sent to members. Adding email addresses is highly recommended.
CAM Model
Basics
Account-Based: CAM is an account-based commuter benefit. Funding is tied to member payroll deductions via Funding (FND) PSF file.
Order Placement: Members can order online through an account or enroll in a payroll-funded card.
Benefits
Public Sector Compliance: Balances are available once funded.
Limited Liability: Suitable for transient populations; enrollment precedes funding.
Flexible Funding: From employee pretax payroll contributions or client contributions (after-tax).
Card Compatibility: Preferred for card-only plans.
Program Options
Parking Funded Card (PFPC): Payroll contributions load onto a commuter card.
Parking Account Plan: Contributions are added to an account for orders like Pay Me Back or Pay My Parking.
Accelerated Pay Me Back: Claim parking expenses within the month related to funding.
Payroll Funded Transit Card (PFTC): Contributions load onto a payroll-funded card.
Transit Pass Plan: Contributions are added to an account for pass orders.
Payroll Funded Cards
Usage: Reusable cards for purchasing transit or parking tickets.
Funding: After each payroll cycle; cards are specific to the requested plan.
Enrollment Options
HealthEquity Hosted: Enroll via HealthEquity portal by the 15th of the month at 11:59 pm ET. Generate a monthly report or configurable payroll file.
Client Hosted: Enroll via Employer or third-party portal by the deadline. Employer provides an Enrollment Record to HealthEquity.
Credits for CAM
Member Enrollment: Must be enrolled in an account plan or commuter card.
Loading Credits: Employer loads a Funding (FND) record for credits.
Invoicing: Client invoiced for credit balances.
Funds Availability: Credits are available for orders or card spending.
CAM Email Notifications
Member Alerts: Notifications about enrollment, order changes, and balance max are sent. Members are encouraged to manage their card balances and add funds as needed.
