Carryover and Rollover

Understanding Healthcare FSA, Limited Purpose FSA Carryover, and HRA Rollovers.

Healthcare FSA and Limited Purpose FSA Carryover

Healthcare Flexible Spending Account (FSA) and Limited Purpose FSA carryover balances will transfer into the new plan year approximately two weeks after the claim-by date.

Example: If the deadline to submit claims for reimbursement is March 31, the balances will carry over into the new plan year approximately two weeks after that date.

Note: Dependent Care FSA balances do not carry over.

HRA Rollovers

There are two options available for managing your Health Reimbursement Arrangement (HRA) rollovers: automatic and manual.

Automatic Rollovers

Rollover Process:

  • Automated rollover will be attempted once per plan year.

  • If the initial rollover attempt fails, it cannot be retried automatically. Future changes/rollovers must be made manually.

  • For manual rollover requests, contact Client Services by starting a chat.

Enrollment Requirements:

  • Submit HRA enrollments for the upcoming plan year via the Program Sponsor File PSF) or manually online at least one week before the rollover date.

  • Participants must be enrolled in the upcoming plan year for the prior plan year funds to roll over.

  • For employees without an enrollment for the upcoming plan year but with rollover funds, a zero-election enrollment must be added to facilitate the rollover.

Important Exclusions:

  • Perpetual and Coverage Period Plans do not qualify for automatic rollover.

To see if your plan has automatic rollovers, check your plan setup:

  • Navigate to the Benefits tab.

  • Select ‘Benefit Programs.’

  • Under Program Name, click the relevant benefit.

  • Scroll to the UNCLAIMED BENEFITS section under Remaining Balances.

  • Ensure the ‘Enable Automatic Rollover to Occur’ box is checked for funds to automatically roll over into the next plan year. Note: Members must be enrolled in both the Source (original plan) and Target (new plan) “Plan Year” plans.

Plans without Automatic Rollovers

  • If the HRA does not offer automatic rollover, contact the Client Services team by starting a chat to request the rollover template.

  • Upload the rollover amounts through the files tab in the employer portal.

  • Ensure HRA enrollments for the upcoming plan year are submitted via PSF or manually online at least one week before the rollover date.
